Things are going very badly for Dr Xavier's school, when they attempt to capture the mutant who attempted to kill the president, whilst avoiding the military who have been ordered to shut them down. Their bad relations with the public and military had reached breaking point because people felt threatened by the powers of their protectors. But they try to defend their enemies regardless, so long as they have bigger enemies to catch.
